The NCRFU was created as a governance vehicle for Northern California Rugby in 1932 when US Olympic teammates Ed "Mush" Graff, Lefty Rogers, and a few others incorporated the Northern California Rugby Football Union.
The "Union" is comprised of the Board of Directors and Divisional Representatives, which make up the Executive Committee.    
Each year, the NCRFU convenes all members of the Union in the context of an Annual General Meeting (AGM).  At this time, the members of the Union engage in discussion related to:  new club acceptance, bylaws, competition, election of officers,  financial review, Pelican Rep Side, coaching and referee training, tournament, etc.
