NCRFU Return to Play Guidelines Update

21/04/22 R2P Guidelines



Effective April 22, 2021


On April 6 2021, the California Department of Public Health issued an updated Notice for guidelines of inter-team competition only within the State of California.



The NCRFU Executive Committee / Committee Competitions may now approve qualified clubs to participate in sanctioned matches by meeting the USA Rugby / NCRFU requirements. This interim structure referenced, is designed for clubs to return to play after now through


end of July 2021. In August 2021, a brief 7's structure may be arranged for clubs applying to request matches. During the interim May - August timeframe, EC and CC will determine with the input from your clubs a structure for September through December 2021.


2021 Interim Return to Play (RTP) Guidelines

  • Each club must be in the Orange Tier or lower

  • Each club shall be registered with USA Rugby and current with all fees

  • Each club shall be registered with the NCRFU and current with all fees

  • Each club shall have a registered Level 200 coach

  • Each club shall have minimum of 15 registered players (non-registered players will not be permitted) • Each participating player must be "CIPP" registered with USA Rugby (may be registered with any USA Rugby member in good standing) and must have a signed NCRFU COVID -19 Participation Waiver on file with the NCRFU as a condition of participation

  • Each match venue shall have evidence of a Certificate of Insurance provided by the host club • NCRFU CC Compliance with registration and insurance guidelines qualifies a club to request a match • NCRFU CC shall assign men's and women's matches based on a like club basis (example two Division II clubs) • NCRFU CC shall notify the NCRRS of the sanctioned match

  • Each Club shall be responsible for developing their own COVID -19 Protocols, and ensuring their individual members, staff, and spectators' compliance with Federal, State, Local and Club COVID - 19 requirements
