To clarify, so there is no misunderstanding by the NCRFU Officers, NCRFU Committees, NCRFU Divisional Representatives, Clubs and NCRFU Referee Society regarding the veracity of the USA Rugby Compliance Requirements, please read the notice from the USA Rugby Insurance Administrator below.

A current USA Rugby Certificate of Insurance is the document that proves a club is in good standing with USA Rugby and why it is part of each clubs "Match Binder" which is to be presented by each club to the referee and the opposing club prior to each match. 
 
Please be aware only registered teams and players are covered by USA Rugby’s  insurance. Unregistered teams, players, or Coaches will invalidate the insurance.

I regret I am unable to release your Certificate of Insurance. New certificates can only be issued once a club is registered, has at least 15 members, and an active Coach on their public roster for the current registration period. Please go to https://membership.usarugby.org/default.aspx to register for the 2012-2013 season. Please email me when the registrations are complete and I will release the COI.
